...REPLACES FLASH FLOOD WARNING...

* WHAT...Urban area and small stream flooding caused by excessive 
  rainfall is expected.

* WHERE...A portion of central Pennsylvania, including the following 
  county, Dauphin.

* WHEN...Until 145 AM EDT.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying 
  and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
  - At 1146 PM EDT, local law enforcement reported flooding is
    already occurring. Between 2 and 4.5 inches of rain have
    fallen.
  - Additional rainfall amounts of 1 to 2 inches are possible in
    the warned area.
  - Some locations that will experience flooding include...
    Harrisburg, Hershey, Colonial Park, Progress, New Cumberland,
    Linglestown, Steelton, Lemoyne, Hummelstown, Paxtonia,
    Rutherford, Lawnton, Bressler-Enhaut-Oberlin, Penbrook,
    Paxtang, Capital City Airport, Harrisburg Area Community
    College and City Island.
